Human Security Has Always Been Central Issue for Morocco Under Leadership of HM the King
18/02/2018

Human security has always been a central issue for Morocco under the leadership of HM King Mohammed VI, insofar as the human element has been fundamental in all the development strategies implemented, said, Sunday in Munich, Youssef Amrani, chargé de mission at the royal office.

Speaking at a meeting as part of the Munich Security Conference (February 16-18), Amrani said that "Morocco has very early on made the fight against poverty its priority by launching in 2005, the National Initiative for Human Development (INDH), initiated by HM King Mohammed VI, which aims to guarantee all social groups the conditions for a dignified life".

It constitutes "the matrix of the Moroccan societal project, which is itself built on the fundamentals of political democracy, economic efficiency and social cohesion," he added.

Amrani pointed out that globalization, the changing nature of transnational conflicts and threats and the technological revolution are making borders more exposed to multiple risks, the consequences of which can be disastrous for the security of individuals, citing among the common threats, climate change risks and their impact on human and food security, but also on the stability of States, leading to desertification, conflicts and mass migration.

He recalled, in this regard, Morocco's interest in climate issues and their importance regarding the country's development policies and strategies, confirmed by the organization of the COP22 in Marrakech (November 2016).

All these threats, he went on, have direct consequences for the security of States, stressing that "the security of States, the preservation of territorial integrity and the building of strong democratic States are fundamental conditions to guarantee human security and counter external aggressions.

Furthermore, Amrani said that human security encompasses other specific areas of prevention and counter-terrorism that require a multisectoral approach, noting that the deconstruction of jihadist discourses and the prevention of radicalism are essential to immunizing populations, especially young people, against the hype of extremism, notably through the promotion of a tolerant and balanced Islam.

He also underlined that "Morocco's commitment to the reform of the religious field, under the leadership of the Sovereign, is key element in the fight against the various forms of extremism."

The Munich Security Conference is an annual meeting on international security policy. Each year it brings together about 350 senior figures from more than 70 countries around the world to engage in an intensive debate on current and future security challenges.
